Just two months after the City Council passed a
new-and-improved trash ordinance, garbage is already back on the table.
An ordinance proposed by Ward 5 Ald. Sam Cahnman
— who expects it to come before the Jan. 7 meeting of the City
Council’s Public Affairs and Safety Committee — states that
garbage receptacles can only remain on the street or curbside for 24 hours
before and after garbage pick-up. The original version of the ordinance,
tabled by the public-affairs and safety committee on Dec. 3, included only
the “24 hours before” provision.
Cahnman heard numerous complaints about neglected
receptacles while he was campaigning for alderman and has since received
several from constituents. If his new ordinance is approved, he says,
residents will receive a warning and then a citation if their cans or bins
are left on the street for more than 48 hours.

“People shouldn’t leave them out there
all the time, because it makes the neighborhood look bad and
unsightly,” Cahnman says. “It’s not too much to ask
citizens to roll their canister back into their yard or garage.”
Mayor Tim Davlin has also proposed a new trash
ordinance that, if approved, could change the start of collection in the
majority of the downtown TIF district to 5 a.m. year-round. The current
code states that collections can be made between the hours of 5 a.m. and 6
p.m. from May 1 to Sept. 30.
After being returned to committee on Dec. 4, the
mayor’s ordinance is also expected to come up for further discussion
on Jan. 7.
