White Oaks Mall has a new anchor tenant: the state of Illinois.

After purchasing space formerly occupied by Sears for $3.5 million last August, the state now plans to move Illinois Environmental Protection Agency headquarters from North Grand Avenue to the mall. The complex now occupied by IEPA is slated for demolition to make room for expansion of a nearby railroad corridor.

A move could happen within two years. “Sometime in 2023, they’re going to have to be out of there,” said Jim Moll, an engineer with Hanson Professional Services who is project manager for the rail corridor project.

More than 700 state workers might relocate to the mall, and design work has started to convert retail space into offices. No final cost estimate or construction timeline has been set. In addition to IEPA employees, the Illinois Pollution Control Board and the Illinois Department of Innovation and Technology will be moving to space that became available when Sears closed in 2018, according to an email from Marjani Williams, spokesperson for the Illinois Department of Central Management Services.

News of the IEPA moving to the mall caught Mayor Jim Langfelder, city council members and other local leaders by surprise. Langfelder said that he called the mall’s manager after Illinois Times posted a story this week. Langfelder said that he would have preferred that the IEPA move downtown.

Ward 7 Ald. Joe McMenamin, whose ward includes the mall, welcomed the news.

“It’s massively important for White Oaks Mall,” McMenamin said. “This is good for Springfield.”

Ward 5 Ald. Andrew Proctor, whose ward includes both the existing IEPA building and portions of a struggling downtown, was less enthusiastic. If IEPA’s move to the mall requires a zoning change, he said he’ll be a no vote.

“It seems like the state is continuing – I don’t want to say its neglect of Springfield – they’re further pushing jobs to the fringes of the city, the west side,” Proctor said. “You’re killing one part of town to go to another part of town.”

Proctor said that he believes that the IEPA could have moved to the old Shop ‘n Save store on North Grand Avenue that closed two years ago. The Sears space at the mall, he said, would have been ideal for a Costco – the company, he noted, has been opening stores in other Illinois cities. He also noted that local governments will lose property tax revenue now that the Sears space belongs to the state. The most recent property tax bill for the Sears site totaled nearly $132,000.

“It just takes money out of the coffers of the schools,” Proctor said.

Adrienne Hood, the mall’s manager, could not be reached for comment. Simon Property Group, the mall’s owner, has been reinventing mall space over the past few years as department stores close and smaller merchants battle online retailers. The company has purchased shuttered Sears stores in malls elsewhere with plans to develop restaurants, fitness centers and other non-retail store entities, and it has been buying bankrupt tenants, including Brooks Brothers and J.C. Penney.

Clay Emerich, then White Oaks Mall manager, told the Springfield City Council in 2018 that Simon wanted to purchase both the Sears property and property once occupied by Bergner’s, which closed that year – both bankrupt retailers owned their stores at the mall. Each store had approximately 120,000 square feet of space, Emerich told the council.

Simon bought the Bergner’s space last year for $1.75 million. It’s since been used by Green Family Stores to sell cars. The mall’s owner did not purchase the Sears property, however. Sangamon County property records show that the state purchased the Sears space from a limited liability corporation with a Hoffman Estates address where Sears Holding Company is domiciled.

Ryan McCrady, chief executive officer of the Springfield Sangamon County Growth Alliance, a public-private organization aimed at promoting economic development, said that he hadn’t heard about plans to move the IEPA to the mall. “They kept that pretty quiet,” McCrady said. “I know they had to move somewhere.”

McCrady said he had been concerned that the IEPA might move out of Springfield.

“I’m glad to hear that they’re staying here in our community,” he said.

    As usual McMenamonster trying to chime in on this issue something he knew zero about. He read about first in the Illinois Times.

    Anytime this guy sticks his nose in anything bad things happen Preferably I think people would have like to see IE PA move Downtown 700 jobs would be a big boost ,Be that as it may the State paid a lot more for the building that others were willing to pay.

    ( When was the last time you saw a 2 level Costco or Sams?)

    Does any of the so called city elected leaders or the various highly overpaid economic development people at city and county government bother to look at the map of railroad relocation and ask where is IEPA going to move to?

    Did anyone of any of these economic development people make any kind of presentation to move IEPA Downtown?
    What about the the latest recipient at the pig trough getting taxpayer money DSI ?( Downtown Springfield INC)
    I think the answer is NO!
    None of the above did anything even though all of them receive public money .This was literally right under their noses that IEPA was moving for how many years?
    Costco ?
    Are you kidding? New retail stores are not going to locate in a town that has continuing record of high poverty, loss of jobs, population per household income dropping like a rock. Very business unfriendly city government

    Why doesn’t the council do something to preserve what we have and make Springfield more business friendly to attract new employment not chase it away raising the sales and hotel motel tax ?

  2. First, I agree with every word of Mr Barker’s comment!!
    Next, why does the IL EPA have to move?? The building is one to two blocks from the tracks. I thought all the property was bought and leveled all ready. My former house along with the entire block facing the tracks only, was bought, razed, road rebuilt…for this high speed rail. They didn’t take out houses 1 to 2 blocks away! And this is at North 11th and Ridgely, just a couple blocks from EPA.
    So again my question is why do they have to do this in the first place?!??

  3. The Union Pacific line (if they move off 3rd street) would run strait through the middle of the building not curving south of North Grand with the NS line

    That will totally screw up the frontage of 9th street losing real estate tax revenue.
    Lanphier High School would be in between 2 RR tracks
