The leader of the Springfield YMCA says the longtime nonprofit won’t exclude transgender people from gender-specific locker rooms despite a nationally publicized and conservative-fueled firestorm over a 16-year-old swimmer’s protest and her family’s decision to leave the Y.
“We are not planning to make any noticeable changes,” YMCA Chief Executive Officer Angie Sowle told Illinois Times on July 14. “We will continue to follow the law of the state of Illinois. We’re also governed by a board of directors and a board of trustees and our national affiliate.”
Sowle said YMCA staff members “will continue to do what we’ve been doing for 150 years, and that’s serve this community to the best of our ability.”
She said the YMCA won’t comply with requests from the Illinois Freedom Caucus and Abbigail Wheeler, 16, a former member of the YMCA’s SPY Typhoons Swim Team, that the Y bar transgender women from using women’s locker rooms.
Sowle said excluding transgender people who identify with a certain gender identity from restrooms and locker rooms set aside for that gender would violate the Illinois Human Rights Act.
Wheeler and her father, Dan Wheeler, spoke to a raucous, cheering crowd of about 300 people during a July 13 outdoor news conference called by the Freedom Caucus – seven conservative Republican members of the Democratic-controlled Illinois House – across the street from the Kerasotes branch of the Y on Springfield’s west side.

There was no formal counter-protest during the event, but there were some trans supporters and trans individuals in the crowd.

Lawmakers in the Freedom Caucus, who have said the YMCA has succumbed to “woke ideology,” believe the YMCA is misinterpreting state law. The lawmakers said they will push for legislation to clarify the law.
Officials from the YMCA and American Civil Liberties Union of Illinois, however, said the Y’s interpretation is correct and has been affirmed by court decisions and the Illinois Human Rights Commission, a state agency.
State Rep. Kelly Cassidy, D-Chicago, the House’s only openly gay member, said the Freedom Caucus will have to “win some seats” to change the law. “We have a model human rights act,” she said.
Cassidy said there is “no evidence of any danger” posed by transgender people in public locker rooms. She said “hyperbole” by the Freedom Caucus and their supporters will lead to more violence against trans people, as well as more suicide and self-harm.
“They’re going to have blood on their hands,” Cassidy said.
In Abbigail Wheeler’s latest telling of a story that changed several times in the preceding days, she said July 13 that she became “scared and upset” after seeing what appeared to be a transgender woman changing in the YMCA’s women’s locker room when Wheeler went to use the restroom during swim practice April 27 at the Kerasotes branch.
Wheeler said she wanted to clarify what she called a “miscommunication” from an earlier interview she did on Fox News in which she said the person she saw was nude.
“To be clear, I did not see the man naked, and no male genitalia was exposed,” Wheeler said. “However, I did see the man changing in the women’s locker room.”
Teary-eyed and voice shaking, Wheeler told the crowd, which responded with cheers and shouts of encouragement, that she immediately told the swim coach what she saw. Wheeler said the male coach responded that he was “aware of it, and there was nothing he could do.”
Wheeler said: “That is when I realized this was not my first time seeing this man in the women’s locker room. About roughly four months earlier, I was again in the locker room, changing with a group of girls in our swimsuits. When I looked across the locker room, I saw what I thought was a very manly looking woman sitting on a chair in the corner, wearing a women’s swimsuit. Even though it seemed suspicious, I didn’t say anything and kept myself wrapped in my towel while changing. At this time, I had no reason to believe men were changing in the women’s locker room at the YMCA.”

In a May 10 meeting with the coach and Sowle, Wheeler said she was told by Sowle that YMCA officials “had been aware for a while” of transgender women members of the Y changing in the women’s locker room and that if Wheeler was upset, she could use the building’s private family changing areas.
Wheeler and another female teammate posted signs and notes in the women’s locker room later in May with messages that included: “Men are not welcome here!” “Biological Women Only!” “Make this a safe space for women” and “Is the YMCA moving farther from their values? Let your voice be heard!”
The swim coach and the Y branch manager told members of the girls team the next day that the signs “were considered hate speech, discriminatory and disrespectful,” Wheeler said. She said she and the teammate were sent home for the day when they admitted to putting up the signs.
Wheeler, who lives near Loami with her family, said she eventually was “removed from my swim team and banned from the YMCA.” Wheeler said in two Fox News interviews that she was kicked off the team, though her father said at the July 13 news conference that his family voluntarily withdrew their daughter from the team, and the family canceled its membership, all because of the incident.
“The fact of the matter is that they made it impossible for her to continue with the team,” said Dan Wheeler, 52, an Illinois Department of Natural Resources employee and Republican who serves as the part-time, elected Maxwell Township supervisor.
When Illinois Times tried to ask Abbigail Wheeler a question at the news conference, her father said he would answer questions on behalf of his daughter.
When reporters from Illinois Times and WCIA-TV asked what him made Abbigail feel threatened by a clothed transgender woman in the locker room, the crowd tried to shout down the journalists and yelled criticisms.
Dan Wheeler then said: “It’s not whether a biological male is naked, whether a biological male is leering, whether a biological male has a camera out. It’s the fact that there’s a biological male in the girl’s locker room.” The crowd then roared and clapped in support.
After the news conference, Dan Wheeler wouldn’t comment on how the YMCA would enforce the suggested ban on transgender women from women’s locker rooms. He wouldn’t answer when asked if genitals would have to be checked and whether medical and psychological exams would have to be conducted in case medicine or surgery had caused alterations in appearance.
“I told our story,” he said. “That’s where I will leave it, OK?”

YMCA director Sowle said Abbigail Wheeler and her teammate, who also later quit the team, were sent home initially because they violated Y policies against defacing property.
Sowle said the coach, who declined to be interviewed, told the girls’ team the posters contained “hateful speech” and not “hate speech.”
The coach immediately made an internal report about the two girls’ discomfort with a transgender member in the locker room, Sowle said.
She said there was no need for YMCA officials to notify members about transgender people using locker rooms associated with their gender identity.
“We’re not in a position, nor are we going to put ourselves in a position, to alert people in our membership base of somebody different from them using the facility,” she said.
State Rep. Chris Miller, R-Oakland, a Freedom Caucus member, said the YMCA incident “is a wake-up call for parents across our state as well as our nation. What kind of world will our girls inherit if the adults who are supposed to protect them are paralyzed by political correctness?”
Sowle said the Y follows all state guidelines for child-abuse prevention and checks its member database every night for the presence of registered sex offenders. All employees go through child-abuse prevention training and background checks, she said.
The controversy’s impact on the Y’s membership list, which numbers more than 20,000 people, has been “negligible,” Sowle said.
“We don’t have people left and right canceling memberships and pulling donations from our organization,” she said. “We have felt supported and encouraged to keep being who we are and taking care of the rights of every individual.”
However, she said the Y’s leadership team has received death threats, threats of violence and profanity-laced emails and voicemail messages. The messages have come mostly from people outside the area “who have been stirred up by the national media by versions of the story that have changed multiple times and are as false as they could be,” she said.
YMCA officials said in a statement they “find it disturbing that certain Illinois state legislators would use our YMCA building as a backdrop and demand that we violate the law.”
The officials said, “Any incidents of abuse or inappropriate behavior is documented and reported to authorities.” They added, “Behavior that is considered inappropriate in public spaces would be considered inappropriate in YMCA facilities, including individuals intentionally exposing genitalia to a minor.”

According to your previous Illinois Times story, the YMCA denied that anything concerning transgender women in the women’s locker room had happened. Now, they have changed their story to while it did happen but it’s legal and we prefer to protect an adult transgender versus underage girls who are uncomfortable. Since the coach is a mandated reporter, when a minor under their care tells them they feel unsafe using a facility with an adult male, the coach must file a report. According to Sowle, the report was done internally. What actions were taken as a result of this report? I think the YMCA needs to address the reporting issue and why they denied that there was an issue for so long. Abbigail Wheeler was bullied by the administrators of the YMCA and told that expressing her concerns in writing was “hate speech.” But, the YMCA claims that Abbigail quit the team?? The coach and the YMCA didn’t kick her off the team. No, the coach and the YMCA just made it impossible for a 16 year old to continue as a member of the team. Why hasn’t the coach been interviewed? The press wants a 16 year old to defend her actions, what about the adult in charge of the swim team?

Interesting you’re sure fired up about the YMCA supposedly changing their story.. but you don’t mention the young woman at the focal point of this controversy who keeps changing HER story.
So it’s clear Kay Elliot, that you aren’t really mad about the supposed changing of YMCA’s version.. you’re just mad that transgendered individuals have rights.

This is stupid. If they have male parts……male restrooms! Female parts, female restroom! Keep it simple! An adult male has no right in a ladies restroom / locker room when these girls are only 16! Shame on Springfield Y. And I hope this young girl and her parents stay strong! This is not hate, this is logical. Keep our young women co for table and safe! At 70id be screaming louder than any of them! I’d be leading the group ! If the rest of the team had the guts they would walk out also
It’s sad that our country is in such a state of decline that we’re now taking away the safe spaces from our women and girls to make way for the delusions of mentally I’ll men. Why is it ok to allow a few sick individuals to infiltrate the spaces of biological women, and then chastise the women when they say that they’re uncomfortable? The needs of the few outweigh the needs of the many. You cannot change your gender, just as you cannot change your race, age, or species. If you are born a man, you’ll always be a man. These people need help, not a world that conforms to their mental delusions. I also dont see how this is pigeonholed into a “conservative” view point. It’s reality and anybody who says different is lying to themselves or everybody else.

Please read the previous Illinois Times article before assuming you know what you’re talking about. The real story has nothing to do with Abbigail Wheeler changing details of her story. Members of this community were concerned about transgender women using the women’s changing room at the YMCA, while minors girls were present. The YMCA denied that this had taken place. The administration of the YMCA rather than address the legitimate concerns of the community, denied that this incident ever happened!! A personal friend of mine, who is related to Abbigail Wheeler, contacted Dean Olson directly and told him that he had knowledge that the incident did happen. Dean Olson made no attempt to investigate the facts presented to him. The YMCA has now been forced to admit that they lied about what happened. State and national publicity revealed the real story. When 300 people show up to a press conference at 1pm on a Thursday, there is a problem. Why wasn’t the administration of the YMCA honest in addressing the obvious concerns of the community, when it was first brought forward??Deny, deny, deny until they’re forced to admit the truth!!
If a man wants to dress like a women that is their business but their actions do not need to be forced down the throats of everyone else. Maybe the two guys who were dressed like women sitting in the ladies locker room were harmless but this opens the door for any male pervert to put on women’s clothing, claim they are transgender, but are really there to spy on females of any age while they are changing clothes and get their perverted kicks.
What about the rights of biological women to feel safe in a female locker room?
You say there are “private” changing rooms? Why not tell the men claiming they are women to change in the private dressing rooms, instead of telling females they have to change in private dressing rooms and not the female locker room?
Like it was said by another person above, the rights of the few should not be able to take away the rights of the many.
Maybe they should do away with all locker rooms and just make everything all private rooms then we don’t have to worry if a man is in the women’s locker room or a women is in a man’s locker room. What if a perverted female wanted to claim she was a man so she can look at all the naked men in the male locker rooms? I bet the men wouldn’t like it.
And what’s to prevent any of the perverts from having a cell phone camera going recording/taking pictures of people getting undressed? Maybe private rooms for all is really the best answer.
This is just another attempt to take away parental authority. The sad thing is the YMCA used to stand up for women’s rights. Not anymore. This is a perversion of equality.
I have no problem with trans women if they have completed the transition and no longer have a penis. But if penis is attached, the person should be in men’s locker room or private dressing room. It is discouraging that the situation could not have been resolved without so much controversy.
If this kind of controversy is going be the norm, then any business, any organization, of any kind, should have a separate bathroom, changing area for transgender people. men to women, women to men: They should have their own space. they can then co mingle without any controversy. Do the feelings of straight people no longer matter? Can’t straight people have the right to have their gender specific areas? Seems like a double standard to me. And why is it always a transgender woman involved in these issues? You never hear of a transgender man in the men’s room. Or a transgender man swimming against biological men? Because women would get beat. biological men are stronger and faster etc., etc., etc. Just like a transgender woman would beat biological women. because, despite how they feel mentally, the are still a man physically.
Let’s think about the comments that are posted above. These comments are from people who are disturbed by other people who transition to a gender identify that makes themselves more comfortable and happy. If a commenter is disturbed, that commenter should nonehtless think this question through–all the way through. First, the commenter should have some genuine respect for people who transition. Second, the commenter should try to respect not only their own position but also the position of the Y, trying to accomodate the people–all the people–of the Springfield area. Third, the commenter should think about the rules that the state and others have adopted, to deal with this question: these rules and laws all require every public accomodation, like the Y, to be open and accessible for all. So the comments reflect that some people are disturbed, but have not fully thought through this issue. The commenters show disrespect for others, disrespect for a Y that follows the rules, and disrespect for the rules. To the commenters, I suggest that they work on their citizenship, and try to do better.
I can’t believe there’s a nationwide fuss over literally nothing happening. A teenage girl saw someone she thought looked kind of masculine in the locker room. (Which, can I add, masculine-looking women exist also, even not including trans women? Athletes with muscles, butch lesbians, women with androgynous builds– people lashing out against trans women often harass them too.) If you require people to use the locker room of their biological sex, you could get full-on trans men with full beards in the women’s locker room, and you know they don’t actually want that. Short of genital checks at the door, there’s no enforceable way to ban (pre-surgery) trans people from locker rooms. If seeing what you think looks like a masculine woman in the locker room (not even seeing her naked, just seeing her exist there) is going to upset you so much you’re going to cry and post hateful signs about it, you’re probably the one who needs to change in the family changing room.
