An eye for the ladies

Inappropriate contact by former cop alleged

Former Jerome police officer Steven Stirmell kept nude photographs of himself on the police department’s computer system and also made unwelcome advances toward women, according to investigative files prepared by village police and investigators with the state attorney general’s office.

Furthermore, the investigation at one point spilled over to the Sangamon County sheriff’s department, which conducted an internal probe into Deputy Travis Koester, who fell under suspicion after a woman arrested by Stirmell said that the deputy told her that he would try to fix a driving-under-the-influence charge. The internal investigation neither proved nor disproved the allegation. Koester remains on duty and was not disciplined.

Stirmell was indicted in June on felony charges of official misconduct and obstructing justice, with trial set for Sept. 10. Prosecutors say that he falsified a police report filed in April, two weeks after arresting Kathleen Vehovic, daughter of former Sangamon County Democratic Party chairman Todd Renfrow, on suspicion of driving under the influence. In the report, Stirmell said that Vehovic had taken a Listerine tablet prior to a breath test, which could throw off results. In fact, Vehovic herself told investigators that she did no such thing.

The Vehovic case was just one piece of an investigation that began Feb. 18, when fellow officers found a nude photograph of Stirmell on a police department office computer. Investigators determined that Stirmell had been visiting online dating websites on the police department computer and downloading photographs of women from the sites.

The department had been receiving anonymous complaints that Stirmell had been contacting women he had stopped on suspicion of traffic offenses and that he had sent inappropriate photographs of himself to women, according to a request for help village police sent to the state attorney general’s office.

A Leland Grove officer told investigators that a woman he knew whose name was redacted from reports had received text messages and photographs from Stirmell more than a year ago, including one that showed the Jerome officer clad only in boxer shorts with an accompanying message: “Do you want some of this?” When the woman sent a text message asking Stirmell to stop sending messages, he did, according to a report released by the attorney general. According to the report, Stirmell had stopped the woman and cited her for not wearing a seat belt, but it’s not clear when. The woman declined to file a complaint against Stirmell.

“He left me alone as soon as I asked him to and I don’t want to stir anything up,” the woman wrote in a text message to an investigator. “It seems you all have more than enough to go on without my details.”

Stirmell, the son of Jerome’s mayor, made an unwelcome sexual advance toward a woman during the summer of 2008 while working as an officer in Divernon.

The woman, who said that she and Stirmell had been talking to each other by telephone and that a friend had been trying to arrange a blind date, told a state investigator that she agreed to meet Stirmell one night at the officer’s request. She told the investigator that she thought he wanted to go out for a beer. When she reached Divernon, Stirmell was parked outside a store. After the woman got into Stirmell’s patrol car, he asked her to follow him someplace, but the woman told him that she didn’t have gas, and she told the investigator that she didn’t feel comfortable following the officer because she didn’t know him.

After a bit of conversation, Stirmell pulled his pants down, exposed himself and requested a sex act, the woman told the investigator. The woman, who had never before met Stirmell, said that she got out of the patrol car, returned home and never spoke with the officer again. However, Stirmell pulled her over a year later after joining the Jerome police force and cited her for not wearing a seat belt.

More recently, Stirmell last spring telephoned John Sharp, a defense attorney who concentrates on driving-under-the influence cases, and said that he didn’t want a DUI case against one of the lawyer’s clients to go forward.

Stirmell had arrested the woman represented by Sharp, who contacted prosecutors and was subsequently interviewed by a Jerome police officer.

“Steve…told (Sharp) that he doesn’t like to write DUI’s to people in the medical community and he wanted to let it go, go away,” the officer wrote in his report. “(Sharp) told me that he knew what Officer Stirmell wanted, it was very clear that Steve wanted this DUI case to be dismissed. (Sharp) said it’s very strange to get a phone call like this since he is a defense attorney, he said it was out of character.”

Stirmell knew from the start that the woman was employed as a nurse – a video of the March 16 arrest shows that she told him her occupation after pulling her over for weaving while driving on Wabash Avenue. The video also shows that she was distraught, crying and openly worried that she would be fired because of the arrest. In his report, Stirmell writes that he gave the 26-year-old woman a small break by handcuffing her with her hands in front of her body instead of behind her back.

“I observed (the woman) had very tight pants on and I observed no bulges in her pockets and (she) did not appear to have any weapons,” Stirmell wrote.

The DUI case against the woman was among several that have been dismissed since Stirmell came under investigation last spring.

Three days after being arrested, the woman was introduced to a man and began dating him, according to a state report. The circumstances behind the introduction aren’t clear, and the attorney general’s office redacted the man’s name from the document. However, Illinois Times has confirmed that the man was Deputy Koester of the Sangamon County sheriff’s office, who concentrates on DUI enforcement for the county department.

The relationship lasted three dates, according to the state report, but before breaking it off, Koester sent a text message to the woman asking if she had been arrested for DUI.

“(H)e told her that he could talk to the cop that gave her the DUI and attempt to make it go away,” a state investigator wrote in his report.

The woman told the investigator that Koester subsequently told her that he had spoken with Stirmell and that the DUI “was going to get taken care of.” The woman also said that Koester told her not to tell anyone that he had spoken to Stirmell about her DUI. The woman said she last spoke with Koester the second week of April; Sharp received the call from Stirmell on April 3 or April 4, according to reports.

Sharp confirmed receiving a call from Stirmell, but declined to answer any questions in light of pending criminal charges against the officer.

Chief deputy Jack Campbell said that the department could not determine whether Koester had done anything wrong.

“We did an internal investigation regarding this issue and determined it was unsubstantiated,” Campbell said. A finding of unsubstantiated means investigators could neither prove nor disprove wrongdoing, he added.

Sangamon County state’s attorney John Milhiser declined comment on any allegations regarding Stirmell or Koester.

“I’m not going to comment on uncharged allegations contained in the investigation,” Milhiser said. “If additional information is discovered and investigated and additional charges are appropriate, yes, there could be (additional) charges in the future.”

Wow this guys just didnt know when to stop !! he must have a major problem, thank you bruce for informing the public of people like this ,maybe there are more women that fell into his sick world from a honest mistake, they can come forward as strong women and put this guy away from the public and protct someone else from this happening to them or their daughter, to the women that came forward so far, i admire you for standing up for your rights and hope that if there are more women that were treated this way from Stirmel, you come forward also now is your chance to stand strong and get this person where he belongs, he is not so tuff now!>>> never under estimate the power of a woman ! if you do it will bite you in the butt! and from what i have been reading about him , it sounds like there could be more to come, he didnt just stop with this stunt

 

Should the sarge's wife be commenting on this??

 

pgreen6 I don't know where you get your information from. But who is the sarge's wife? You must have me confused with someone else. My family just learned this morning that one of victims was a very good friend of our daughters. We understand that she too was afraid to come forward. But after she read the article she told my daughter about how she was contacted with pictures from the pervert showing his wennie and wanting a date. My husband overheard the converstaion. He convinced her to tell her parents which she did. They called their attorney. I am sure this isnt over with yet. The poor girl has been terrified since all of this began.

If you are referring to something belonging to a mayor, you would use "mayor's", as in the sentence, "The mayor's re-election will occur in April of 2013." This is known as the "possessive form" of a noun.

But don't worry-when you complete third grade this year you will have probably mastered a bit more of the English language.

 



Hurry up and tell me how you really feel before the mayor gets back from the bathroom.

Our hearts go out to village president Stirmell. Hang in there, and don't let the crazy haters get to you. We can not blame the father for the actions of the son. As parents know, what our children do as adults is not the fault of their mothers and fathers. This too shall pass.

Anyone who reads this blog can see what a disfunctional mess our village president has to contend with.

The police are mad because the president attempted to balance Jerome's budget. He wanted to bring our DEA-loaned officer home, and lay off the least senior officer. This one action could have saved $70,000, plugged our deficit, and minimal services to residents would have been cut.

He also wanted our chief of police to leave his squad car here in the village, instead of taking it home every night. The chief lives in another town, 22 miles away, and that one measure would have saved another $2-3K a year in gas, not to mention wear and tear.

Pres. Stirmell tried to save the village from bankruptcy, and that certainly upset the Jerome Police applecart. Once entitled, always entitled. But Jerome is not in Egypt or Pakistan. We will not allow the police to take over our village.

Unfortunately, some of our police officers (not all) and their family and friends will do whatever they can to stick the knife in Harry Stirmell, then turn it and turn it until they get blood. They are a vindictive bunch, as anyone can tell from the comments they have posted here,

All I can say is, hang in there Harry. We do not and will not blame you for anyone's actions other than your own. Unless their children are perfect saints, I would advise folks to refrain from casting stones. Otherwise, those stones may come back to hit you in the ass. Good always triumphs over evil. Our prayers go out to you and your family.

 

I just re-read the article to make sure I wasn't missing something. I see the Mayor's name only mentioned once, simply stating that former officer Stirmell is the mayor's son. No where does it even suggest any wrongdoing by the village president. The story has nothing to do with the village president, and your comments are childish and mean-spirited. I am sure the man's heart is aching right now, and you are overjoyed because of that. We also know you are greedy and don't want to assume your fair share of Jerome's economic woes. But slamming Pres. Stirmell and bankrupting our village is not a venue for revenge. You don't even live in Jerome. So please, just hush up, all of you.

 

Mr. Rushton you should receive an award for this article and for letting the community know that there are perverts like this at large in every walk of life. I hope our daughters, sisters and female friends in general know now to contact someone for help should this happen to one of them.

The comments from the readers have focused on everything but the truth here and what the article is about. I would like to address these comments.

Unlike the commenter’s I know your article was not about the Sarge, the Sarge’s family or the Sarge’s kids. The last time I checked the Sarge’s family could express and comment on anything under their first amendment rights.

The Sarge’s jail bird kids paid their dues for any wrong doing that they have done, and their dad the Sarge didn’t hide this from anyone or try to cover it up. I know for a fact the Sarge would tell you that his own son got arrested in Jerome. And he would say – so what makes you so special and exempt from the laws of the land. You are no different than my son. (I have heard him tell people this).

One writer made mention of the Sarge’s line of duty injury, this is way off base. Did you know that the Sarge had to use his sick time and personal insurance for the line of duty injury. Did you know he is still being treated for this injury? Oh yes he has been treated well – look him up and let him tell you the horror story.

Did you know that during the tornado of 2006 that the Sarge’s family was here to help (Oh wait they don’t live here, they don’t care about the village). Do you remember the big refrigerated semi truck that was parked in front of the water office? It was brought in to let village residents store food and other items in while they waited for their utilities to be restored to their homes. (The Sarges wife arranged for this). Did you know that the Sarges wife and mom spent countless hours here helping anyway they could, and his daughter would also help out when ever she could. Did you know that up until the time that the lid blew off the barrel in Jerome that you would find the Sarge’s wife and mom in the village to help whenever they could. (The Sarge’s mom was treated like crap by a select few, well no making amends now she died).

Then another writer starts beating up on the Chief of Police for having a take home police car. After 34 years of service to the Jerome community he deserves a take home police car. It is one of the small perks that go with his position. How many late nights and holidays did this man work so you could be safe in your home? (He sure didn’t do it for the pay).

Now let’s get onto that $70,000 that the village is reported to be in the hole. If you think there is a short fall now just wait until all of the victims in this investigation get together and file a class action law suit. Not only will they be seeking monetary judgment from the officer that victimized them but the entire village and it’s trustees. If you were a juror how much would you award the victims in this investigation?

What has the President and his son done for the village lately?

Jerome citizens have always taken pride in their Police Force. Ask any citizen... It is through negative publicity that they have been brought to light. I applaud those affected by the recent events and making the right choice to bring forth one of their own for not being the Officer he should have been. Jerome Officers stand together to protect and serve those they were sworn to protect.The recent events are a blemish on the record Jerome has established. I give thanks that some one had the balls

Also, "By the way.", is not an actual sentence. You should have written: "By the way", then used a comma, and then written the rest of your sentence. Also, since the sentence was asking a question, you should have placed a question mark at the end.

And there is no need for a period after "...could have done was..." The sentence should have just continued from "...could have done was..." right into "to step away...."

On the reply to Mystified, you should have written: "Mystified, you seem to like to change your name to mislead." And there is absolutely no need for a period after "fail" and "to". That long rectangular key at the bottom of the keyboard is a space bar. That should be used when you wish to put a space between words. The use of a period indicates that you are ending a thought or sentence. Thus, you wrote: "The thing you fail.", as a complete sentence. But you are missing the subject of this sentence. The thing you fail...what was failed? A spelling test or perhaps a drug test? The reader is left wondering.
